Janet Howley, Vice President of Community Services & Housing
Janet Howley is the Vice President of Community Services & Housing. She came to NCPHS in February 2014 with 27 years of experience in the field of affordable housing, working in nonprofit organizations and local government.
As a Research Associate at the Harvard Kennedy School of Government, Janet traveled throughout the U.S., evaluating investments of a nonprofit specializing in community, housing and economic development. From 1988 through 2007 she held various positions with the City of Oakland, including Manager of Housing Development and Interim Director of Housing & Community Development. Prior to joining NCPHS, Janet was the Senior Asset Manager at Mercy Housing California and then the Director of Asset Management at the East Bay Asian Local Development Corporation. She serves on the Board of Directors of Lifelong Medical Care, a primary safety-net provider of community health care in Oakland and Berkeley.
Janet received a BA in English and Philosophy from Boston College and an MA in the Urban and Environmental Policy Program at Tufts University.
